Management Team

Zia Islam

President and CEO

Zia Islam provides strategic direction for the corporation, bringing a fresh commercial perspective to Federal Government services. Prior to establishing Zantech in 2007, Mr. Islam spent 14 years at General Motors Corporation as a Senior Project Manager. He focused on continuous process improvement, earning the ASI Six Sigma "Black Belt Award" for Design and receiving the GM Chairman's Honors award. He brings the same quality focus to Zantech. Mr. Islam received an M.S. degree in Systems Engineering from Ohio University. In addition, he holds B.S and M.S. degrees in Mechanical Engineering from Aligarh University, having received an Aligarh University "Gold Medal" upon completing his Masters degree.

Dr. C. Allan Foy

Executive Vice President and COO

Allan Foy has more than 30 years of experience in the identification, marketing, development, and direction of technology programs within the Federal Government market sector. At Zantech, Dr. Foy is responsible for all corporate operations. Prior to joining Zantech, Dr. Foy spent more than 15 years leading successful capture and proposal development efforts for large and small business clients, including QSS Group, Inc., Raytheon, and SAIC. Dr. Foy spent 16 years with System Planning Corporation (SPC), during which time he provided program management leadership for nationally-important programs to design, develop, fabricate, deliver and operate state-of-the-art instrumentation radar systems for Department of Defense low-observable programs. Dr. Foy holds a Ph.D. degree in Mathematics from the University of Michigan and a B.S. degree from the U.S. Naval Academy. He served as a nuclear submarine officer while on active duty in the U.S. Navy.

Richard J. Roth

Executive Vice President and Chief Financial Officer

Mr. Roth has over 30 years experience as a senior finance executive for various government contracting and high technology firms, with responsibility for all aspects of the financial operations including financial control and reporting, budgeting and strategic planning, financing and M & A activities. In his various roles, Mr. Roth also had responsibility for most support functions, including Human Resources, Contracts and Pricing and Information Technology. Mr. Roth has most recently served as CFO of FI Investment Group, LLC, a private investment holding company which provides debt and equity financing to small companies seeking capital for growth. Prior to that until its sale to Perot Systems in early 2007, Mr. Roth was the CFO for QSS Group, Inc., a $300m government contractor. Previously, Mr. Roth has also served as CFO for several venture backed companies serving the Federal government and the Telecom industry. Mr. Roth began his career at Price Waterhouse, LLP after earning both a Bachelors degree and Masters degree from Georgetown University.

Dr. Louis A. Mole

Sr. Vice President for Business Development

Louis Mole has more than 30 years of systems engineering, program management and business development experience associated with advanced systems development and information technology for the Defense, aerospace, and Intelligence Communities. At Zantech, he is responsible for strategic marketing activities, new customer identification, business opportunity assessment, and program capture management. Prior to joining Zantech, he held positions as Vice President of Program Development at ActioNet, QSS Group, Signal Corporation, and QuesTech where he was a key contributor to new business development and program capture management activities. His technical background includes advanced sensor systems design, development, and demonstration for multiple Defense related C4ISR and information technology customers. Dr. Mole earned a Ph.D. degree in Engineering from Catholic University and M.S. and B.S. degrees in Physics from John Carroll University.

Dennis Felhoelter

Sr. Vice President for Operations

Dennis Felhoelter has more than 37 years of operational experience in the Federal Government. For the last 26 years he has primarily provided program management leadership and operational support in an IT environment to large Federal data centers and networks. At Zantech, he is responsible for supporting the expansion of operational contracts through both internal growth and new business opportunities. Prior to joining Zantech, he spent 12 years working for QSS Group, Inc. and successfully supported their growth and expansion of business within the U.S. Army domain through the ITES/ITES-2S contracts. He spent two years with Perot Systems following the sale of QSS, successfully running their U.S. Army business sector. He has a B.S. degree in Civil Engineering from the University of Louisville and a M.S. degree in Computer Science from the U.S. Naval Postgraduate School.

Missie Knight

Director of Administration

Missie Knight has more than 15 years of experience in human resource management and direct sales in support of engineering and information technology services. Ms. Knight has an extensive background in supporting mission-specific science, engineering and IT services, including business development, organizational leadership, and market analysis, within the Federal Government market. At Zantech, she is responsible for leadership of corporate administration, including Human Resources, Contracts, and Security, and for applying continuous improvement methodologies to refine the company's administrative processes. Prior to joining Zantech, Ms. Knight served as Director of Operations for Millennium Scan International (MSI) where she was responsible for business operations. Prior to MSI, she served in a number of leadership roles in the government contracting arena for Perot Systems Government Services (PSGS), QSS Group, Inc. and Aerotek's Contract Engineering Services.
